Set against the backdrop of a nation in turmoil during the 1998 Asian financial crisis, the game follows Dewi, a heavily pregnant toll booth worker struggling to protect her family amid growing fear, corruption, and scarcity. Through its Papers, Please-style mechanics, 1998: The Toll Keeper Story challenges players to make difficult moral decisions: enforce harsh state policies for personal safety or risk everything to help those in need. Each interaction at the toll booth ripples into Dewi’s personal life, shaping multiple story outcomes defined by compassion, survival, and sacrifice.

Featuring sepia-toned, late-’90s visuals inspired by newspapers and official documents of the era, it blends emotional storytelling with grounded realism. A portion of the proceeds will support Indonesian Women in Game (IWIG), reinforcing the studio’s commitment to social impact and representation.
